Should I tip on taxes?

No, tip is normally calculated on the food/drink BEFORE tax. So on EUR 50 food + EUR 5 tax you calculate 15% on EUR 50 (EUR 7.50), not on EUR 55.

Can I refuse to tip if service was poor?

Yes, you always have the right to give less (or nothing) if the service was truly poor. Communicate this to management if you don't want to give standard tip. In most countries tipping is optional (except some cafés/bars where it's mandatory).
