Does this BMI apply to children?

No. Children use separate age- and sex-specific growth charts instead of these fixed thresholds.

Is BMI the same as body fat percentage?

No, BMI only looks at weight and height and does not measure fat directly. For a more precise picture of body fat, use a separate measurement such as the Navy method.
